Изначально под ними понимались заемные средства, выделенные МБРР после 1 июля 1982 г., расчетной базой которых выступали прокси-заимствования (т.е. выделенные под изменяющуюся (плавающую) процентную ставку кредитного пула). Согласно новой системе (май 1989 г.), к условным заимствованиям не относятся займы, предназначенные для финансирования инвестиций или любые другие особые виды заимствования, к каковым Всемирный банк может прибегнуть в будущем. Исключение заемных средств, направленных на инвестиционные цели, производится по каждой валюте отдельно. Термин qualified borrowings 1982 применяется для описания старой системы.
